Cloverland Electric Cooperative, “Cloverland”, is seeking assistance to review original (2001) design and costs estimates, plus producing an updated/current design, options, cost estimates, and recommendations for constructing and commissioning into service a 230kV transmission line, initially operated at 69kV, that is intended to interconnect Cloverland Electric Cooperative, headquartered in Dafter, MI, USA, with Hydro One Sault Ste. Marie, headquartered in Sault Ste. Marie, ON, CN.

On February 21, 2001, Edison Sault Electric Company, a predecessor of Cloverland obtained a Presidential Permit, Order No. PP-228, to construct an underground 230,000-volt (230-kV) transmission line from an existing substation located in Sault Ste. Marie, Michigan, to an existing substation located in Sault Ste. Marie, Ontario, Canada, approximately 6,000 feet. The facilities in Canada will be owned by Hydro One Sault Ste. Marie, an investor-owned utility in Canada, a predecessor of Great Lakes Power Inc. The facilities covered by and subject to this permit shall include the following:
