Cloverland Electric Cooperative (CEC) is seeking requests for proposals for access controls.

Cloverland operates multiple administrative, generation, and hydroelectric facilities that support critical utility operations across its service territory. As security expectations, regulatory considerations, and operational demands continue to increase, Cloverland is seeking to modernize its physical access control environment. This effort is intended to improve security posture, reduce operational risk, simplify administration, and establish a consistent, future-ready platform aligned with Cloverland's IT and Security Infrastructure goals.

* Cloverland Electric Cooperative (CEC) will conduct one mandatory site walkthrough for all vendors intending to submit a proposal in response to this Request for Proposal (RFP). Attendance at this walkthrough is required. Vendors that do not participate in the walkthrough will be ineligible to submit a proposal.
The purpose of the site walkthrough is to provide vendors with a consistent, firsthand understanding of existing conditions at the in-scope facilities, including but not limited to door types, physical mounting considerations, and general network and power availability, in support of accurate system design and cost estimation.

The mandatory site walkthrough will be:

* Coordinated and scheduled by CEC

* Conducted as a single event for all participating vendors

* Limited to facilities identified as in scope within this RFP

* Conducted during normal business hours

* Structured to ensure safety, security, and continuity of operations

The walkthrough is for observation only. Vendors shall not perform testing or system modifications during the walkthrough. Any questions or requests for clarification arising from the walkthrough must be submitted in writing in accordance with the RFP’s established questions and clarification process. Responses that materially affect the RFP will be issued via formal addendum.

CEC reserves the right to control all aspects of the walkthrough, including limiting attendance, conducting the walkthrough in a group format, and modifying, rescheduling, or canceling the walkthrough due to operational or security requirements.
Vendors remain solely responsible for validating all assumptions related to door hardware, cabling reuse, power availability, environmental conditions, and overall installation complexity when preparing their proposals.
